What is this curved tab on the steering neck for? I'm going to cut it off unless there's a reason I shouldn't.

That is the stop for the handlebars so they dont go all the way around

The handlebar stops are on the downside.

The curved tab on the upside is for the Lock.

When the Ignition Lock is set on "Lock" the Handlebars will be right or left but not straight.

Yes, the two ears down below are what keep your bars from hitting the tank. I suppose if you don't care about the handlebar locks, you could cut that piece off. I wouldn't unless the bike has zero chance of ever being returned to stock condition sometime in the future.
