I came across this on another site .... new rules in Ontario when you want to register your 20 year old plus vintage bike.

Well I went to change the ownership over on my 80 650 to my name, I had all the documents required, safety inspection, insurance etc. Well I was in for a surprise when I was told I need an appraisal because the bike is over 20 years old? It's a pretty new rule, and I'll explain how and why it's there, how to get around it for cheap. It took a few phone calls and research on the internet, and hopefully it will help anyone else here in Ontario in the future, this applies to ALL motor vehicles over 20 years old. It may help out people in other provinces or states if the rule applies there.
The only reason an appraisal is required has nothing to do with the MTO (Ministry of Transportation Onatario), the MTO only cares if the bike is safe, not stolen, or has been branded as anything but proper for the street. The reason for an appraisal is for the Ministry of Finance so they can collect the taxes of the "full value of said motor vehicle" Since the government isn't into keeping track of vehicle values over 20 years old they pass the responsibilty to the buyer.
Now a registered appraiser with the govenrment will charge minimum $150 for a 15 minute motorcycle appraisal, if not more, and thats if you can find one locally. I had problems finding one here. So my next step was a phone call to the local Harley dealer with my situation explained, figuring they deal in older Harley's and maybe they could lead me into the right direction. Thanks to Rick at The Shop(name of the local Harley dealer in Sudbury) he said he does them there on a letter with the business letter head. Now he told me to try the local Yamaha dealers and if I had problems to get back to him and he could do one for me, but said a Yamaha dealer letterhead would be recomended. A phone call later to the Yamaha dealer, I will now be taking just the ownership, no bike required, not even a picture required, and I will have an appraisal using their black book which only goes back to 83, so adjustments will be made. Now this is just an appraisal on my stock bike, which it is, just so I can get the ownership transfer. It's not for insurance purposes, but so the government can get their cut of taxes.
Just to make sure this was going to work I then checked out the Ministry of Finance website who wants the money to see and sure enough it's ok. All they say is there are 2 places that can do a motor vehicle appraisal 1) Recognized independent appraiser or 2) Motor Vehicle Dealers that are licensed under the motor vehicle act. So this really means any Joe Blow car lot can do one, but the Yamaha dealer will at least look good.
Hopefully this post will save any future head aches for not only people here in Ontario, but in other provinces and or states that have the same requirement. And sorry for the long post but I wanted to explain it all and right. |

Everything that is sold in Ontario now must be sold with the "sellers kit", which shows the history of the bike, makes sure there are no liens on it, and shows the selling price which is given to the buyer as a receipt. The MTO wont accept a ownership transfer without it. I bought my 1100f in August and didn't need an appraisal, but I had all the required paperwork. |

I needed an appraisal done in Quebec when I picked up the 1100 this summer. We took the pink slip to a Honda dealer. He took out his black book and put a value of $1,500 on it without even seeing it and then wanted $50.00
Another useless law that just takes money out of the people pockets. |
